Board Members


Wanda Officer, MML

A native of Atlanta, GA, Wanda Officer is now a resident of Chattanooga, TN. She was educated in the Atlanta public school system where she graduated from Smith High School. Afterwards, she earned an Associate of Science degree in Accounting Technology and a Certificate in Computer Science at Chattanooga State Technical Community College. She later transferred to the University of Tennessee at Chattanooga (UTC) where she received a Bachelors of Science degree in Human Services Management. Wanda earned her Master of Arts in Business, with a concentration in Management and Leadership, from Liberty University. After more than 25 years of employment at Chattanooga State and UTC as Bursar and Sr. Administrative Service Assistant, she retired in 2009.

Wanda is a born-again Christian who lives to serve the Lord. She is the founder and CEO of Alpha and Omega Outreach, Inc. She has served on numerous boards, committees and prayer ministries. She has served on the board of The Nehemiah Project, Girl’s World Inc., and Transformation Project. She currently serves on the board of the UTC Retirees Association, Citizen Advisory Committee for the City of Chattanooga, prayer ministry for The Maclellan Foundation and Kids Hope USA. She serves as a missionary for Mission to the World (MTW) and Buckner Ministries’ Shoes for Orphan Souls (SOS), having served in Spain, Malaysia and Mexico.

Wanda is a minister and has served on the Counseling Ministry, Special Events Ministry, and Intercessors Prayer Ministry; she has also been a Wednesday Night Youth Bible Study Teacher, Sunday school teacher and Vacation Bible School Teacher.

Wanda is the proud parent of one biological daughter, Brittney, and a spiritual daughter and granddaughter, Chantele and Asha, respectively.

She believes if we change our community, we change our city. If we change our city, we change our state. If we change our state, we change our nation. If we change our nation, we change our world. Her hope is built on nothing less than Jesus Christ and His righteousness.


Brittney Officer, MHS, MML

Brittney Officer is a native of Chattanooga, TN where she was educated in the Hamilton County School System and graduated from Chattanooga School for the Arts and Sciences. She matriculated to Chattanooga State where she majored in Elementary Education, and then to Tennessee State University where she received a Bachelor of Arts and Sciences in Psychology, with a minor in Sociology, graduating Cum Laude in 2008.

Brittney earned a Masters of Arts in Human Services with a concentration in Marriage and Family and a Master of Arts in Business with a concentration in Management and Leadership at Liberty University. She was one of the first recipients of Bushtown Neighborhood Association’s higher learning scholarship.
After graduating from Tennessee State University, she was employed at Orange Grove Center for three years as a Case Manager for community-based employment. She later relocated to Houston, TX, where she was employed at Southeastern Texas Transitional Center under the umbrella of GEO Care as a Case Manager.
In 2014, she relocated back to Chattanooga, and she is currently employed as an Insurance Account Representative at State Farm Insurance Company and works part-time as a personal assistant for a child with Autism.

She is the proud parent of an American Cocker Spaniel, Braylin, and her hobbies include reading, traveling, grocery shopping and spending time with family and friends.


Sandra Bramlett

Sandra Bramlett is a native of Chattanooga, TN, where she was educated and employed for many years. She graduated from Howard High School and attended Chattanooga State Technical Community College and the University of Tennessee at Chattanooga. She retired from Erlanger Health System after 40 years of service in the Clinical Laboratory and Nursing Department.

Believing in giving back to the community, Sandra has served with several organizations. She served on the Chattanooga C.A.R.E.S Advisory Board, Friendship Haven Home for Elderly, Rosewood Supportive Services Residential Care Homes for Aged and Disabled. She currently serves on Chattanooga College Medical Advisory Board, Servant Leadership Christian Fellowship Council and Alpha and Omega Youth Outreach Inc.

Sandra is an ordained minister, Sunday School Teacher, and member of the Church Council. She is a Precept Ministries Leader, Precept Ministries Inc., conference speaker and encourager to many. She has received an Advanced Diploma in Biblical Counseling from Light University and serves on the staff of Olivet Baptist Church as Ministries Overseer and Biblical Counselor.

Sandra is the proud mother of three children and has five wonderful grandchildren, and two adorable great-grandchildren.

Her sincere desire is to see all people live in health and well-being physically, emotionally, and spiritually.


Jacqueline “Jackie” Simpson

Jacqueline Simpson is a native of Chattanooga, TN, where she was educated and employed for many years. She graduated from Howard High School and retired from the City of Chattanooga Parks and Recreation Dept after 33 years of service. She is a certified Ceramics Instructor, lifetime member of Tennessee Parks and Recreation Association and was selected for the 2008 National Association of Professional and Executive Women’s “Women of Excellence” Registry.

From her first job as a part-time art teacher in 1978 to her long-standing leadership role in the Glenwood community as the Facility Manager of the Glenwood Recreation Center, Jacqueline’s outstanding programs continue to serve youth, teens, seniors and families in the areas of art, sports, health and fitness, reading and education support, services and outreach.

Jacqueline’s many accomplishments include the dedication of the Jacqueline Simpson Reading Center located at the Glenwood Community Center. She is the proud mother of two children and has two grandchildren.

The creativity, resourcefulness and community spirit she contributes to the recreation field on a daily basis has earned her the respect and recognition of her peers locally, state-wide, and now, within an organization of over 70,000 professionals nation-wide. Jacqueline is honored to serve on the board of Alpha and Omega Outreach, Inc. to extend her God-given knowledge of education, arts and recreation.


LaShonda Thomas-Speed

Born and raised in Chattanooga, TN, LaShonda is a graduate of Chattanooga School for the Arts and Sciences. She later pursued social work studies at Chattanooga State Technical Community College. LaShonda loves working with children and inspiring them to do better for themselves and to not settle for anything.

Using her personal challenges and triumphs in her life, she was inspired to teach the Word of God to the youth and try leading them on the right path so they can avoid certain mistakes that she made in her life. LaShonda started out in the Alpha and Omega Outreach program when Wanda Officer first started the program and she is happy to be able to come back and serve on the board with a program that helped change her life!

LaShonda is currently employed at Blue Cross Blue Shield of Tennessee where she has been employed for over four years. She is married to her teenage sweetheart and they are the proud parents of their son Xavier.

Her life shows that with God, you can do anything!
